Institute for Regulatory Policy Studies
I am Executive Director of the Institute for Regulatory Policy Studies (IRPS). The IRPS, which is housed within the Department of Economics, seeks to provide a vital link between students, academicians, regulators, consumer advocates, and industry. The Institute provides input into the curriculum, internships for students, state-level workshops, and research. The Institute was awarded a $850,000 grant from the Department of Energy under the Solar Sunshot Program to develop the National Utility Rate Database.
Center for Renewable Energy
I am Director of the Center for Renewable Energy. The Center works to meet the growing need for education, outreach and research in the area of renewable energy. The Center has three major functional areas: to enhance of the renewable energy major at Illinois State University; to serve the Illinois renewable energy community by providing information to the public; and to encourage applied research concerning renewable energy at Illinois State University and through collaborations with other universities.

Dr. David G. Loomis has been quoted in the Wall Street Journal, Forbes Magazine, Associated Press, Chicago Tribune, and has appeared on CNN and regional TV stations. He is also Professor of Economics at Illinois State University, Executive Director of the Institute for Regulatory Policy Studies and Director of the Center for Renewable Energy.

Dr. Loomis has performed economic impacts analyses at the county, region, state and national levels for wind energy, wind energy supply chains and electric transmission lines. He has served as a consultant for the State of Illinois, Illinois Finance Authority, Illinois State Energy Office, Invenergy, Clean Line Energy Partners and others.

He has testified on the economic impacts of energy before the Illinois Senate Energy and Environment Committee and the LaSalle and Livingston County Boards in Illinois. Dr. Loomis received his Ph.D. from Temple University in 1995.
